Mattala Rajapaksa International Airport (VCRI/HRI) can be a practical technical or fuel-stop option in southern Sri Lanka. 1. Confirm aircraft and airport acceptance

Send the aircraft type, registration, MTOW, call sign, routing and UTC schedule before treating VCRI as confirmed. Airport acceptance should account for runway performance, parking, ground-support equipment and the intended length of stay.

Where specialist stairs, towing equipment, high-capacity ground power or other aircraft-specific services are required, share the relevant specifications in the initial request. A technically suitable runway does not automatically mean every item of equipment is available for every aircraft.

2. Allow for the Sri Lanka landing approval

A fuel or technical stop is still a landing and generally requires the applicable approval from the Civil Aviation Authority of Sri Lanka. The published minimum notice for a technical stop may be shorter than for passenger or cargo operations, but it remains a minimum—not a guaranteed processing time.

The application must accurately state the flight category and purpose. If passengers or cargo embark or disembark, the operation may no longer be treated as a simple technical stop. Review the Sri Lanka landing-permit requirements before finalizing the schedule.

3. Build the fuel plan around confirmed delivery

Jet A-1 is available at VCRI, but the operator should confirm more than the quoted unit price. Provide the required quantity and unit, then obtain written supplier acceptance, the correct fuel-release reference, payment terms and an agreed delivery window.

4. Plan the turnaround sequence

A short ground time is achieved through sequencing, not by compressing unconfirmed services. The handler should align parking, marshalling, chocks, passenger stairs where required, fuel delivery, crew and passenger processing, catering, lavatory and potable-water service, documentation and pushback or departure support.

Provide the target ground time and identify which services are critical. If passengers remain onboard, confirm the airport, operator and fuelling procedures that apply. If passengers or crew enter the terminal, allow realistic time for CIQ processing.

5. Confirm ground handling and supervision

A complete ground-handling request should identify the aircraft configuration, door and connector requirements, baggage or cargo, passenger count, crew needs and any special service. This allows equipment and staff to be allocated before arrival.

6. Decide whether CIQ is required

The passenger and crew plan affects customs, immigration and quarantine arrangements. State whether everyone will remain onboard, enter the terminal, change crew, embark or disembark, and whether any cargo or stores will be loaded or removed.

Even when no passenger movement is planned, crew documentation and the General Declaration may still be relevant. Send accurate names, passport details and nationalities securely within the required timeline.

7. Account for parking and schedule changes

A quick turn and an overnight stay have different parking implications. Confirm the expected on-ground time, wingspan and any towing requirement. If the stop extends because of maintenance, crew duty or an onward restriction, airport and service confirmations may need to be revised.

Notify SEAS immediately of delays, aircraft substitutions, routing changes or revised fuel quantities. A change can affect the landing approval, parking allocation, fuel window, CIQ staffing and onward flight plan at the same time.

8. Check the onward sector before departure

A technically successful stop must also protect the next sector. Confirm the destination permit, route availability, weather, NOTAMs, alternates, fuel requirement and crew duty position before uplift begins. This prevents the aircraft receiving fuel for an onward plan that later changes.
