If you are quoting a Sri Lankan trip for the first time, four decisions determine most of the cost and nearly all of the risk: which airport, how long the aircraft stays on the ground, how the passengers clear, and how much notice you give.

This page covers all four. It is written for brokers and owner’s representatives pricing a trip, not for passengers choosing a hotel.

The four airports

All four are asphalt and lighted. Runway length is a published figure, not a clearance — confirm against your AFM at expected weight and temperature. Sri Lanka is tropical and close to sea level, and density altitude on a hot afternoon will cost you more runway than a standard-day calculation suggests.

Choosing the field

VCBI is the default and usually the right answer. Full international facilities, customs and immigration, both AVGAS and Jet A-1, and the only field where everything a trip needs is in one place. The trade-off is congestion: VCBI has been operating at or near capacity, and has declined additional scheduled frequencies on space grounds. That makes slots and parking real constraints rather than formalities.

VCRI has the longest runway and almost no traffic. Mattala was built for volume it never received, which for a business aircraft is an advantage — space, no congestion, a 3,500 m runway. The cost is location: it serves the south, and Colombo is a long drive. Sensible for a southern itinerary or where VCBI parking is the binding constraint.

VCCC is closest to Colombo and the shortest usable runway. Ratmalana sits inside the city, which for a passenger is the difference between twenty minutes and ninety. At 1,833 m it suits light and midsize aircraft; larger types need a careful performance case, and some will not make it work at all at operational weights. VCCC operates dawn to dusk unless prior permission is obtained — plan an evening arrival there and you will be turned away without that approval in hand.

VCCJ is a turboprop and very light jet field. At 1,400 m, Jaffna currently accepts aircraft up to roughly 75 seats. Extensions to 2,300 m and later 3,200 m have been planned, but plan against what exists today.

Parking and ground constraints

Parking is the constraint most often missed when quoting.

  • Only nose-in parking is permitted.
  • Parking is free for the first three hours. Beyond that, [CONFIRM] 10% of the applicable landing charge applies per three-hour block or part thereof.
  • At VCBI, availability is genuinely finite. For anything beyond a short turn, confirm parking before you confirm the trip.

For a multi-day itinerary this is the fork in the road: leave the aircraft on the ground at VCBI and accumulate parking against a congested apron, or reposition — often to VCRI — and accept a second set of movement costs. There is no universally right answer; it depends on the length of the stay and the aircraft. It should be decided at quoting stage, not on the day.

Customs and immigration

Private arrivals clear through the same authorities as everyone else, but the documentation sits with the aircraft rather than the passenger.

On arrival, the aircraft produces the General Declaration for airport clearance, a crew and passenger manifest in duplicate, and a disembarkation card for each passenger. Before departure, the GenDec must carry the Customs officer’s endorsement, an outward manifest in duplicate is required, and each passenger needs an embarkation card.

Passengers need an Electronic Travel Authorization obtained before travel at the official portal, eta.gov.lk. Since 25 May 2026 nationals of 40 countries receive a 30-day tourist ETA at no charge with double entry, though business travel is not covered by the waiver. Crew normally enter on the General Declaration.

Foreign currency of US$10,000 or more must be declared to Customs. Charter trips carrying cash for expenses cross this threshold more often than people expect.

One practical note: private vehicles cannot generally be brought to the aircraft unless the flight qualifies as a VIP operation. If your principal expects a car on the ramp, establish whether the trip qualifies before you promise it.

What a trip actually costs

There is no single price, and any published figure would be misleading. What is stable is the structure — six components, billed by four different parties:

Two things follow. CAASL does not charge to issue the permit itself — the cost of a permit is administrative time, not a government fee. And navigation charges are billed to the operator directly by CAASL, not through your handler, so they arrive separately and later.

For a firm number, the variables are aircraft type, time on ground, uplift and services. We quote against those rather than a rate card.

A worked first trip

A five-day trip, midsize jet, passengers to Colombo, aircraft remaining in-country. Counting backwards from departure:

The number that surprises people is the first one. A landing permit needs its notice counted in working days, and between weekends and Sri Lanka’s roughly 25 to 26 annual public holidays — 13 of them Poya days falling on every full moon — seven working days is commonly eleven or twelve calendar days. Quote a departure date before counting that, and you will be revising it.

If the aircraft registration changes after the permit is issued, the permit must be revised. Plan for that possibility if a swap is even plausible.

What to give your handler

To quote accurately and file cleanly, a handling agent needs: aircraft type and registration, crew and passenger numbers, schedule with dates and times in UTC, routing with Colombo FIR entry and exit points, expected time on ground, fuel requirement, and the passport list. Anything missing delays the permit rather than the quote — the notice period does not start until the application is complete.

Frequently asked questions
